The Development department consisted of Development Officers, analysts, chemists, and laboratory and technical staff. Responsibilities included the testing and sampling of current pigments, providing technical and process information and support to Production (later Operations), the development of new or improved products and/or processes, and the handling of customer complaints regarding pigment quality.

The Development Superintendent (later Development Manager) was D. R. Harris, referred to variously as Dick Harris or Richard Harris. A significant number of his papers and records are included in this collection.

Other Development staff with a number of records included here are Derek W. Richards (Senior Development Officer), Lance E. Rowley (Senior Development Officer, and J. Murtagh.
